Building Europe’s digital backbone in the Baltics

For many years, the Baltics were often viewed as the edge of Europe’s network map. Today, they are increasingly becoming part of its backbone.

We’re seeing this shift driven by several trends at once. Cloud adoption continues to accelerate, AI workloads are generating unprecedented traffic volumes, and organizations are placing greater emphasis on resilience and route diversity. As enterprises expand across Europe and wholesale customers plan for future capacity needs, the conversation is no longer just about bandwidth. It’s about how networks are built, where traffic flows, and how to ensure connectivity remains reliable as demands continue to grow.

At the same time, the European Union is investing heavily in digital infrastructure. Through initiatives such as the Connecting Europe Facility (CEF) Digital programme, backbone connectivity projects across both terrestrial and submarine networks are receiving support to strengthen resilience and improve interconnection across the region. That reflects a broader recognition that digital infrastructure is no longer simply a technical requirement. It is increasingly a strategic asset that underpins Europe’s competitiveness and security.

Why route diversity matters more than ever

One of the biggest changes I’ve seen in recent years is the growing focus on route diversity. Organizations are asking more detailed questions about where their traffic travels and how dependent they are on specific corridors or infrastructure assets.

This is particularly important as cloud and AI traffic continue to grow. Network performance is no longer defined solely by low latency. Predictability, resilience, and operational visibility have become just as important. A route that delivers consistent performance and avoids shared risks often creates more value than one that simply offers the shortest path.

For enterprises, that means reliable access to cloud platforms and applications across multiple markets. For wholesale customers, it means greater flexibility, additional interconnection options, and the ability to scale capacity without having to redesign network architecture as demand increases.

Connecting the Nordics and Central Europe

The Baltics play an increasingly important role in this picture because of their position between the Nordics and Central Europe.

Corridors linking hubs such as Helsinki and Warsaw create additional diversity while connecting some of Europe’s fastest-growing digital markets. These routes can reduce dependence on traditional network paths, improve connectivity between key ecosystems, and provide additional capacity to support cloud- and AI-driven traffic growth.

What’s particularly interesting is how closely public and private priorities are now aligned. Both network operators and policymakers recognize the importance of building resilient infrastructure that supports long-term growth rather than simply meeting current demand.

Looking beyond bandwidth

When evaluating connectivity options, it’s worth looking beyond headline speed figures.

The questions that matter most are often surprisingly straightforward. How physically diverse are the routes? Which risks remain shared? How stable is performance during peak periods or maintenance events? Which data centres, cloud environments, and internet exchanges can be reached directly?

The operational aspects are equally important. Monitoring, routing security, DDoS protection, and service assurance all play a significant role in determining how a network performs in practice. As infrastructure becomes more distributed and traffic volumes continue to rise, these capabilities become increasingly important components of overall network resilience.

From edge to backbone

The most significant change isn’t the construction of a particular route or the deployment of a new cable system. It’s a change in how the region is viewed.

The Baltics are increasingly being treated as core infrastructure rather than a peripheral market. That’s reflected in both investment levels and network design strategies. For enterprises and wholesale customers alike, it creates more options for building resilient, scalable connectivity across Europe.

As organizations continue to rethink how they move critical traffic between the Nordics and Central Europe, route diversity and network architecture will remain central considerations. The Baltics are no longer simply part of the journey. Increasingly, they are becoming part of the backbone itself.
